Okay while I love the animation, if Surge couldn’t even beat Sonic (without a power amp) while he’s not even trying, there is absolutely no way she has a chance against Shadow. And Shadow taking off his inhibitor rings wasn’t necessary, that was just hyperkill.

Chaos Shadow was unnecessary for defeating Surge. Base Shadow was enough for it. And, I loved your animation. Very cool!

Taking off the inhibitor rings was overkill. Honestly, the moment Shadow used Chaos Control the fight was over. Seriously, an uninterrupted Chaos Control is one of the most broken abilities in the Sonic franchise.

Hm... I just realised we don't know how much punishment Surge's body can take in damage to outdue her healing abilities. If we listen to Starline, her body might have regenerative abilities similar to the Metal Virus. From the fights she loses, she either discharge all her power, overloads herself, or gets dragged away. Though she did "died" a bunch of times during starlines test, and she can still get knocked out with a blow intending to knock her unconscious.

His superiority was evident before they even began! Surge couldn't take on Metal Sonic without help, and Sonic and Shadow are aboe to take him on just fine. If anything, seeing Surge get absolutely destroyed was satisfying to watch.
