Toledo was my first post-covid travel destination, I went in September 2021. This was only three months after Spain reopened to foreign travelers (who were vaccinated). Indoor masking was obligatory, while outdoor masking was not. Restaurants had capacity limits and dancing was prohibited at clubs. Toledo was a ghost town. I had all the major sites almost to myself. I saw abandoned store front after abandoned store front across town and remember feeling sad that this was once someone's livelihood, gone. I also went to Madrid and Valencia, both of which had a similar emptier-than-normal vibe. I've since been back to Spain three more times and love seeing how vibrant the cities are once again 🙂
