Tatsumaki didn't actually see his full power, just the aftermath. She then got to take him on and did what she'd never been able to do before and go all out just trying to scratch him to the point that she passed out all the while watching him not take any of it seriously. When she woke up and learned that he deliberately stood there to be her punching bag knowing that boring she did would feel like more than a tickle is when she got Rizzed up because that makes him only the second person who has ever actually done something for her because she needed it and no other reason.

In my opinion, Genos downplays Saitama quite a bit in the start of the show. He knows Saitama is strong af, but not the one above all. For example: Tournament arc, after Genos gets one shot by Gouketsu he said that it would require Saitama And the S class to take the monster down/kill it. <- Can’t remember the exact phrasing.

the one intresting thing about genos is that he became saitama's last link to his humanity without saitama realizing it until garou killed him before the time travel thing, kinda intresting to think about as when you think about it saitama knows how much his strength is and the power behind it so he limits himself constantly but when garou killed genos, saitama snapped and he knowingly used one of his strongest punches and saitama fully knew that the punch he was going to use would destory earth
