A lot of China's expense was LOANS, so it is not wholly lost money. Those countries secured the loans with land, mineral rights, and even renewable port leases. In a number of cases where BRI countries weren't able to repay the loans, China had taken over mineral rights, mines, and even some ports.

The simple reason the belt & road failed is it was always based on the CCP gaining access to markets but no real benefit to the people ,outside of China.China being a the worlds largest manufacturer is looking to export to as many countries as possible but in doing so there is little economic engine left in the countries that signed on to belt & Road.The Chinese people open businesses in Africa but Africans can not open similar businesses in mainland China.

As an ex-American and now supply chain mgr in SE Asia, I strongly disagree. SEA has nearly 1-billion ppl and an economy now larger than western Europe's economy PPP. All increasingly interconnected with rail, road, and hi-speed rail thanks to BRI with much more currently in construction. It reaches all hte way across Asia thru Russia into Europe and the Persian Gulf. Asia is booming as a result.
